Yes, budgies can eat bell peppers in small amounts. Germany’s Veterinary Association for Animal Welfare (TVT) lists bell peppers as a vegetable for budgies. The German Animal Welfare Federation does too. RSPCA Australia counts them among red vegetables, and UC Davis lists them in every color. The Swiss animal welfare society (STS) lists them for budgies too, under the Swiss German name “Peperoni.”
